Monitoring & Evaluation Technical Advisor

Caritas Switzerland/Luxembourg have a joint operational office in Somaliland that has since 1995 provided humanitarian support to the disadvantaged members of the community in the two regions of Togdheer and Maroodi Jeeh regions.
As a strategy to improve the quality of projects being implemented Caritas is looking for a
M&E technical advisor.
The main roles of the ME& advisor will be to train, build capacity of staff and create programme monitoring systems that will improve quality of monitoring projects.
The Advisor will specifically ensure that:
Caritas’ strategic programming is constantly reviewed in line with the current strategic plan 2012-2016,
Capacity of staff is strengthened to collect relevant data and information that provide evidence of impact derived and lessons learnt during project implementation
Planning and development of relevant and easy to use tools that improve programme monitoring & evaluation, reporting and documentation
Reporting to: Country Representative
Location: Hargeisa, Somaliland Programme

Duration:  Three Months
Key tasks & responsibilities
The main responsibility of the Monitoring and Evaluation Advisor will be to design and put into practice planning, monitoring and evaluation tools that permit the M&E Unit to effectively carry out its role of supporting Caritas Programme.
The M&E technical Advisor will also provide strategies for identifying both positive and negative indicators potential risks and trends in the Programme´s context and provide guidelines for follow up and updating.
The M&E Advisor will specifically carry out the following duties and responsibilities:
Revise existing M & E systems, processes and procedures include tools used and capacities available and prepare a report on the findings as well as a clear action plan on how to improve the performance of M & E Unit as well as empower it to carry out their
assigned duties.
Facilitate and Support in establishing guidelines for Caritas community development activities include but not limited to clear approaches on how to enter and exit communities step by step.
Internally suggest and implement ways to implement documentation include but not limited to filing, and reporting
Revise existing communication and feasibility materials, and develop a guideline on improving communication, feasibility as well as documenting our success stories.
Establish guidelines on bi/annual programme reviews
Lead in revising all monitoring forms, reporting forms, planning forms and develop standardized final templates includes guidelines on how to properly use them
In consultation with the Technical consultants on the two departments, ensure that a standardised manual of Caritas designs include step by step guideline on how to carry out basic quality construction is developed to be used for all Caritas trainings.

After completing the community entry and exist guidelines, develop a manual for Caritas on how to implement community development works include relevant tools to be used at each stage.
Set guidelines include templates and step by step guide on carrying out weekly, monthly, quarterly and annual individual and project plans to ensure that targets set per project are being met.
Support in developing a project Monitoring and Evaluation strategy that is integrated in the planning, monitoring, evaluation and reporting that will effectively serve the information needs of projects and provide relevant information for knowledge
management and retrieval as required.
Support the M&E Unit and Departments in use of indicators in the project log-frame to develop project monitoring tools that will effectively measure both qualitative and quantitative achievements and project impacts.
To guide, support and advise the programme staff on approaches that will result to accurate and timely information gathering (including lessons learnt) that could be generated for the purpose of contributing to improved decision making and day to day
management of projects.
To guide in designing tools and approaches for effective mobilisation of communities, and stakeholders that will lead to target groups being supported fitting into our project designs and criteria of selection of beneficiaries.
To train staff on methods of data collection, analysis and effective use of the analysed data to the benefit of improving quality standards and follow up activities
Develop manuals that guides community development approcahes
Carrying out other duties as requested by the Country Representative
Competencies
The technical advisor should have:
Skills in monitoring and evaluation
Able to work without supervision
Good interpersonal and Communication Skills
Analytical Skills
Knowledge and practice in Strategic planning
Understanding of Somali culture and political status of Somaliland
Qualification and Experience
Post-graduate degree in planning and management, Statistics, Social Sciences, or any other relevant discipline
Postgraduate training in monitoring and evaluation, project planning and management or 5 years working experience in above expertise
At least 8 years’ experience in implementing M&E systems in different projects at INGOs
