UNHCR United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide.
Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. It also has a mandate to help stateless people
Duties and Responsibilities
Under the technical supervision and guidance of the Senior Public Health Officer at Sub-Office Dadaab and overall supervision of Head of Operations, the incumbent will perform the following tasks and duties:
Support UNHCR and the implementing partners in Dadaab Refugees camps to design and implement a comprehensive HIV prevention and care, based on PEPFAR and National guidelines.
Ensure standardized HIV/RH protocols and tools in line with PEPFAR and National guidelines are in use across all the camps.
Support adaptation of national and other available IEC materials into Dadaab context and ensuring they are culturally appropriate to the beneficiaries.
Organize the collection, analysis and distribution of epidemiological information regarding the HIV status of the beneficiary population. This includes supporting HIV related surveys and facilitating the routine collection and reporting of key HIV related indicators.
Provide technical support to Monitor and Evaluate HIV activities in Dadaab.
Prepare regular HIV reports. This includes PEPFAR quarterly, bi-annual and end year reports.
Ensure feedback relating to key HIV related data is provided to stakeholders
Qualification and Experience
Advanced Diploma in clinical Medicine or public health. A university degree in public Health, social science or medical science is an added advantage
At least two years’ experience in HIV/RH programs with a non -government organisation or UN agency preferably in an emergency context
Experience working in CDC/PEPFAR projects
Ability to work in a hardship duty station and in an insecure environment; demonstrated ability to adapt to rapidly changing circumstances and to work as part of a large team
Demonstrated monitoring and evaluation skills in the health sector
Experience in working with and coordinating with the UN, donors, international and national NGOs and government agencies an advantage
Strong computer skills including familiarity with MS Word and Excel
Excellent writing skills and strong communication and interpersonal skills
Languages:
Fluency in oral and written English and Kiswahili.
Somali language will be an added advantage
Dadaab residents and its environs are encouraged to apply
Reporting
The consultant is under the day to day administrative management of Head of Operations in Dadaab with day-to-day technical supervision by Public Health Officer in Dadaab.
He/she will work closely with the Snr Public Health Officer, UNHCR Branch Office, Nairobi and Health & Nutrition Coordinator based in
Kakuma in order to ensure harmonised approach to programming issues.
Location: The consultant will be stationed in the UNHCR Dadaab (75%) of the time and travel on mission to Kakuma (25%) periodically.
