Programme Officer – Accountability & Devolution
The Kenya Human Rights Commission (KHRC) is a Non-Governmental Organization (NGO) which was founded in 1992 and registered in Kenya in 1994 with a mandate to entrench human rights and democratic values in the society.
In 2012, the Commission evaluated its 2008-2012 strategic plans and developed an interim strategic plan for 2013-2018 in which it envisions: A human rights state and society and outlines its mission as to foster human rights, democratic values, human dignity and social justice.
This vision and mission will be driven by the goal and new mandate of enhancing human rights centred governance at all levels.
To this end, KHRC seeks to recruit dynamic, organized, motivated and results-oriented individuals.
The positions will be based in Nairobi, with extensive field work mostly within Kenya.
Overall purpose of the job
To improve citizen participation and access to economic and social rights in select counties through the adoption of a human rights based approach to governance- including the budget making process.
Contractual Period:
One year renewable contract, which is subject to performance and funding.
Target Group:
National, regional and international levels state and non-state actors.
 
Key Duties and Responsibilities
Reporting to the Senior Programmes Officer, Economic and Social Rights, the post holder will:-
Develop a human rights based framework for ensuring access to economic and social rights at county levels. This framework will include a Model County tool which will guide the Annual Model Award Scheme.
Use the above framework to train stakeholders to monitor the performance of and engage with county and national governments on service delivery relating to economic and social rights.
Conceptualize, contract and oversee a studies on access to rights, the human rights cost of corruption, existing tax, accountability and budgeting policies and frameworks.
Identify, establish and maintain a database of relevant contacts and support civil society groups at county level to establish a democratically run and effective civil society accountability monitoring and advocacy platform.
Develop a report that contributes to periodical reports on the state of Economic and Social Rights at County, National, regional and international levels.
In collaboration with the PO- Electoral Governance, monitor and report on the status of public participation at the national government and in select county governments.
Rapid response to urgent and important opportunities to influence political parties and other agents of duty bearers.
Prepare monthly narrative and financial reports, establish, maintain and share a database of relevant contacts and attend relevant meetings and trainings throughout the contractual period.
Supervise researchers, interns and other staff or human resources assigned to this project.
Ensuring timely reporting and accountability in line with KHRC’s schedules and policies.
Undertaking other tasks and interventions as may be assigned from time to time by your immediate supervisor.
Qualifications & Experience
To be successful in this role the post holder will have the following competencies:
A degree in social sciences, preferably economics, political science, law or other related disciplines.
A minimum of 3-4years’ experience in tax justice, devolved governance, budget tracking or social auditing and other accountability monitoring work in either government or civil society.
Strong understanding of the national, regional and international human rights and governance issues and mechanisms.
Ability to network with or develop a broad array of partnerships with both state and non-state actors.
Demonstrable experience working with or coordinating partners with community and national levels organizations and networks.
Proven track record in undertaking research, policy/legislative work and advocacy on governance and human rights issues.
Demonstrable experience in qualitative and quantitative research methods including experience of developing human rights-based indicators.
Good understanding of programmes and project management.
Willing to take initiative and work independently with minimal supervision.
