Save of Children Jobs Nutrition Manager


Role Purpose:
The Consortium Manager will be responsible for effective and high quality planning, implementation, coordination, monitoring, reporting and donor relationship management for all the work of the Somalia Nutrition Consortium.
This will commence with the recently secured 10m GBP, 4-year DFID grant which aims to reach approximately 59,106 beneficiaries in targeted areas of South and Central Somalia, combining life-saving treatment and prevention of acute malnutrition.
Key Areas of Accountability:
Programme Development and Planning
  • Ensure that the inception phase related to the DFID grant, planned for a period of 6 months, will produce the outputs as set in the DFID proposal, allowing the consortium to refine and finalise strategies, methodologies and inputs.
  • Provide strategic guidance and report to Steering Committee and implementing partners in particular in planning and implementing high quality and innovative nutrition programmes
  • Institute a practice of joint project planning and reviewing with consortium members
  • Ensure that the programme adapts best practices gained through establishment and maintenance of high level professional engagement with relevant actors (including academic/research institutions, international organisations, etc.)
  • Ensure the development and application of appropriate systems for systematic documentation, dissemination and storage of best practices and knowledge gained from implementing the programme
  • Support the Steering Committee and members of the consortium in identifying opportunities for improving the quality and scope of the programme Programme Implementation
  • Ensure the development and application of harmonised approaches for implementing the programme including the development of standards and frameworks for monitoring, evaluation, accountability and learning (MEAL)
  • Ensure that technical support areas of implementing consortium partners are identified and addressed to ensure quality programme delivery by the team designated for consortium management
  • Provide continuous guidance to the Consortium Management team made up of Grants Manager, MEAL Manager, IYCF and Research Advisors
  • Provide centralised technical support across all consortium members and ensure the development and application of common standards and practices for programme planning, implementation, monitoring, learning and reporting within all members of the consortium
  • Ensure the effective planning and implementation of activities that cut-across all consortium members including assessments, studies, capacity building initiatives, setting up and running of a centralized evidence and knowledge management and dissemination initiatives etc.
  • Ensure that implementation of the programme across all consortium members is regularly monitored; evidences, results and lessons are documented and communicated; challenges are tracked and addressed in a timely manner
  • Ensure that the project is appropriately staffed across the consortium members, including the appropriate combination of expertise across technical and operational areas.
Reporting
  • Ensure that monthly programme progress updates are produced and shared with the Steering Committee in a timely manner
  • Ensure the adoption of nutrition data/information collection and management systems including the production and communication of professional quality reports to users and donors as required
  • Institute a practice of producing a harmonised quality programme report by consortium members (develop relevant tools and training of staff)
  • Ensure the production and submission of evidence based and high quality technical/narrative and financial reports to be submitted to the donor and consortium members
Coordination
  • Chair the Programme Technical Working Group (TWG) to be held on a regular basis
  • Ensure that all consortium members both at field and Nairobi levels coordinate
  • Regularly represent the Nutrition Consortium at Cluster/Sector coordination and technical working group meetings, and other relevant fora
  • Strengthen integrated programming in areas of operation
  • Liaise on a regular basis with other departments of the Lead Agency and other Consortium members to guarantee the smooth running of the programme.
Advocacy
  • Ensure that evidence is adequately produced and use learning to advocate for good practices with key stakeholders (international agencies, local government, civil society and communities).
  • Ensure that the team is disseminating effective interventions at a wider scale.
Other duties:
  • Comply with and promote all Global Policies such as Child Safeguarding, whistle blowing, fraud and safety
  • Perform other duties as may be requested by the Steering Committee and incumbent’s line manager.
Qualifications and Experience and Attributes:
Essential
  • At least 10 years of overseas work experience (ideally in Horn/ sub-Saharan Africa region), preferably in relief/development work with management and supervisory responsibilities in program, administration at senior management level
  • Prior experience of designing and/or delivering large scale integrated programmes.
  • Proven ability to manage consortia with an extensive experience managing multi-agency programmes.
  • Demonstrable track record of meeting or exceeding programme targets, while maintaining technical quality.
  • Ability to represent an integrated programme at a strategic level and engage and influence key stakeholders at district and national level.
  • Self-motivated and results orientated.
  • Highly numerically articulated with a track record of data manipulation and reporting systems.
  • Experience in management of finance and budget monitoring and risk management. Proven ability to motivate and develop others
  • Highly diplomatic and emotionally intelligent with strong oral and written communication skills.
  • Strong communication skills in English, with substantial experience in managing multicultural teams
  • Experience of building, leading and developing a team of senior staff with different backgrounds and expertise
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy-in
Desirable
  • Experience of working and living in the Horn of Africa, ideally with professional experience in or of Somalia.
  • Demonstrable understanding of Value for Money and DFID results agenda.
  • Ability to coach and mentor partners.

    The programme is built on 4 pillars:
    i. Treatment of most severe cases;
    ii. Prevention;
    iii. Surveillance;
    iv. Capacity building of community and existing health and nutrition structures.
    Under the guidance of the Steering Committee, the Consortium Manager will also be responsible for supporting the consortium members (Save the Children, OXFAM, ACF and Concern Worldwide) to widen the current Somalia Nutrition Consortium both in terms of scope and funding in line with the broader Consortium framework.
    Scope of Role:
    Reports to: The Consortium Manager will work under the overall guidance of the Steering Committee.
    Staff directly reporting to this post: Grants Manager, MEAL Manager, IYCF Adviser and Researcher
    Staff indirectly reporting to this post: TBC
    Dimension of Role:
    This is a challenging role in a complex environment.
    It requires a dedicated, experienced and highly motivated individual who can manage the difficulties of working in such an environment, with multiple stakeholders and still be fundamental in helping to drive forward our programmes and ambitions.

    Job Summary

    Key Responsibilities:
    a. Program implementation and monitoring

    b. Program Design
    Work in close collaboration with broader country office programmes to ensure that emergency nutrition interventions build upon link into longer term programming
    Develop letters of intent , concept papers, budgets and proposals as necessary.
    Required Qualifications:
    Diplomas in at least one of the following: nursing , nutrition and public health
    Previous experience in working on management of acute malnutrition.
    1-3 years experience in nutrition interventions preferably experience in medium-large scale nutritional emergencies
    Experience organizing and facilitating training
    Excellent communication skills-written and spoken
    Fluency in English and Somali
    Strong interpretation skills, creativity , flexibility, adaptability and empathy
    Ability to plan and facilitate health based curriculum trainings/ workshop

    Purpose
    To facilitate the functionality and sustainability of Community Units in the project coverage areas.

    •Provide continuous mentorship to community structures and leadership on health, development and related issues.

    Conduct field visits for case assessments in coordination with other HRTK staff and keeps track of socio-environmental risks faced by refugees at heightened risk;
    Implement and monitor merit based social assistance informed by vulnerability assessment in individual cases in accordance with HRTK SOPs with timely updates to the psychosocial panel;
    Provide social assistance including food and non food items as necessary;
    Interview separated children, unaccompanied minors and other children-at-risk for the purpose of preparing Best Interest Assessment (BIA) reports;
    Draft BIA reports for submission to the Psychosocial Panel, effect subsequent BIA panel decisions and enter data into database;
    Liaise with the Child Protection Officer to ensure services are reaching separated and unaccompanied minors, including specific services as recommended by the BIA Panel.
    Provide basic counseling and facilitate external services or appointments;
    Assist in the organization and facilitation of capacity building activities e.g. workshops, trainings or information dissemination;
    In coordination with the supervisor, liaise with and foster a collaborative networking relationship with other entities to facilitate social assistance to HRTK refugee clients;
    Prepare periodic reports on social services;
    Perform other duties as required.
    Requirements
    Education: University degree in Social work or related field with a strong bias in counseling.
    Skills and competencies:
    Computer literacy a must: working knowledge of MS office required;
    Good knowledge of human rights doctrine and working experience in counseling;

    Background
    Poor access to safe drinking water and lack of adequate sanitation facilities coupled with poor hygienic practices are major threats for the survival and development of children in Somalia. Overall, 71% of the population of Somalia do not have access to safe water supply and 77% do not have access to safe means of excreta disposal system.  The low coverage confirms the extent to which the water, sanitation and hygiene sub-sectors have been affected by the conflict.
    Due to its arid environment, many parts of Somalia rely heavily on water extracted from deep borehole water supply systems, shallow wells (protected and unprotected), seasonal rivers, underground storage tanks referred to as berkards and depressions referred to as pans. Drinking water sources are under increasing threat from contamination, with far-reaching consequences for the health of children and for the economic and social development of communities and the nation.
    Deteriorating water quality threatens the gains made in improving access to drinking water. From 1990 to 2012 more than 2 million people have gained access to improved water sources, but not all of these new sources are necessarily safe. Unsafe handling and storage of water compounds the problem. Water drawn from safe sources may be contaminated by the time it is ultimately consumed in households. The chemical contamination of water supplies – both naturally occurring and from pollution – is a very serious problem. But more serious still is the microbiological contamination of drinking water supplies, especially from human faeces. Faecal contamination of drinking water is a major contributor to diarrhoeal disease, which kills hundreds of Somali children every year. As populations, pollution and environmental degradation increase, so will the chemical and microbiological contamination of water supplies. Drinking water quality is therefore a growing concern throughout Somalia.
    As water quality problems become more serious and widespread, water quality monitoring becomes a more important component of national efforts in water sector. These efforts can be complemented by community-level surveillance systems, where regional and district authorities with support from NGOs and other service providers are empowered with the knowledge and tools necessary to monitor the quality of their own water sources. The UN and its partners are playing an increasingly active role in supporting government and communities in this important area
    Study Objectives
    To develop a strategy framework for water quality monitoring and management system in the three Regions of Somalia (South Central, Puntland and Somaliland) in collaboration and consultation with the line ministries of Federal Government of Somalia, line ministries of Somaliland and Puntland and strategic WASH cluster/sector partners.
    Specific Tasks
    •    Conduct an assessment of the existing drinking water quality monitoring and management practices at national and zonal levels in Somalia through field visits to the selected regions and districts (Bossaso, Garowe, Hargeisa, and Mogadishu/Banadir) including other water and sanitation partners in the sector.
    •    Evaluate the existing water testing equipment used by various stakeholders, NGOs and other water and sanitation development partners, in terms of their reliability, accuracy, portability, robustness, number of water quality parameters it can measure, easiness to learn and use, availability of the consumables and reagents in country and the East African region. Recommend and specify standard water quality testing kit, consumables and reagents to be used; elaborating the number of water quality parameters it can do and what should be monitored and tested at different stages.
    •    Design and initiate the process of development of water quality standards for Somalia in collaboration with the Federal Government of Somalia (FGS), regional authorities, WHO and water and sanitation partners in Somalia.
    •    Develop a strategy framework for water quality monitoring and management system, suggesting a definitive and hierarchical roles and responsibilities of key government institutions and stakeholders, existing capacities in country including academic institutions. This includes development of responsive water quality monitoring protocols for each level.
    •    Prepare and facilitate two workshops (i) inception workshop to confirm the existing situation on the ground; discuss the purpose and methodology of the assignment and share the key informant questionnaire; (II) exit workshop to share the finding and initial draft options for strategy frameworks and Water Quality monitoring systems.
    Expected Deliverables
    •    Report of assessment of water quality monitoring situation (practices, assets and knowledge) in the following locations:  Hargiesa, Bossaso, Garowe and Mogadishu including Universities in the respective locations.
    •    Report on the strategic framework for drinking water quality monitoring and management system in Somalia.
    •    Proceeding of meeting/workshops on the development of water quality guidelines for Somalia.
    •    Compile an operations manual on drinking water quality monitoring and management;
    •    Final Reports on the consultancy contract.
    Scope of the Assessment
    Water quality monitoring and surveillance had been implemented prior to the conflict in Somalia but fell in a state of disrepair soon after the conflict started. Some amount of monitoring and surveillance continued in the autonomous regions of Somaliland and the State of Puntland though. Given the current security context, the consultant may not be able to visit all project sites and all implementation zones due to issues of access.
    In this regard, the consultant will be expected to provide an overview of the water quality monitoring and surveillance activities, based on a thorough in depth desk study, interviews/meeting with partners and stakeholders in Nairobi and accessible zones including Hargeisa, Bossaso, Mogadishu and support this with more in-depth insight into/assessment of sites to which field visits can be undertaken – South Central Somalia.
    Work plan and tentative Time schedule
    The consultant will be expected to sign a contract, by 15th October 2013, which will commit her/him to commission the actual study and providing the agreed upon services on agreed upon dates falling between 15th October and 13th December 2013.
    The consultant shall be expected to confirm availability within this time frame and respond to the work plan and schedule provided below, indicating whether and how s/he can adhere to or improve on it. The consultant may propose alternative approaches to collecting information and to carrying out the study in consultation with a local Somali translator and or contextual expert. The proposed number of days for each task includes travel to the respective locations.
    Qualification
    The consultant should have the following qualifications:
    •    Advanced university degree preferably in microbiology, chemistry and related fields; public health, research methodology and related fields, with extensive work experience (at least 5 years) in developing countries.
    •    Proven knowledge of the water quality monitoring systems and strategies for strengthening of partnerships would be an added value.
    •    Experience with participatory processes and methods – ability to organize and facilitate planning workshops is an added advantage.
    •    Excellent analytical skills and proven ability to formulate and articulate ideas clearly in English (writing skills are critical);
    •    Experience of the cultural setting of Somalia and similar working environment, preferably with previous working experience at other sector policy levels.
    •    Ability to work with people from a broad range of cultures – willingness to work in difficult circumstances;
    Conditions of work, Logistics Support and Security
    The consultant will work in close collaboration with the WASH consortium.  S/he will work under the direct guidance and overall supervision of the Water quality steering committee at Nairobi.
    The consultant  will be based in Nairobi, with extensive travel within Somalia. UNICEF shall provide office space in Nairobi and at the zonal offices. Accommodation and DSA will be covered while in Nairobi and in Somalia. DSA in Nairobi will not apply if the selected candidate is recruited from Nairobi. The consultant should preferably use his/her own laptop to carry out the required tasks.
    No hazard/danger pay shall be paid to the consultant whilst in Somalia.  The contract will provide the consultant with air ticket from and to the home country. The contract will also cover travel to/from and within Somalia. The contract will cover costs related to security matters.

    Qualifications:
    At least five (5) years of professional experience in developing countries
    Expertise in one or more of the following areas: rural water supply, rural sanitation, CLTS, sanitation marketing, hygiene promotion, information systems, monitoring & evaluation, WASH Sector policy and governance, knowledge management and communications.
    Experience with institutional arrangements, institutional strengthening and capacity building in the water sector;
    Prior experience in Africa (Kenya preferred); experience in post-conflict countries is a plus;
    Master’s degree in a related field is preferred;
    Must be an excellent communicator, self-starter, and energetic.

    Position Title: Water, Sanitation & Hygiene (WASH) Coordinator
    Reporting to: Head of Operations
    Job Location: Daadab
    Overall Purpose
    Reporting to the Head of Operation – Daadab, the WASH Coordinator will provide strategic leadership and oversight to WASH operations and strategies in Daadab.
    S/he is responsible for assessment, design, monitoring of sector budgets and implementation of the ongoing WASH operations that KRCS is responsible for in Daadab.
    S/he will manage teams to deliver immediate WASH needs to the refugees while playing a leadership role to identify, project and strategise on future needs and operations.
    The incumbent will be expected to work closely with partners and evaluate the WASH sector landscape with a view to continuously action interventions for the constant improvement of the WASH services while improving cost efficiency, service delivery and effectiveness while simultaneously managing the ongoing day to day operations of the WASH systems.
    S/he will be required to play an active role in provision of strategic sector oversight, policy and programmatic directions, technical co-ordination, support and advocacy with national and local WASH clusters and other technical agencies relevant to the sector.
    Duties and Responsibilities
    Assessment, Planning and Development;
    Conduct frequent assessment of current situation in Daadab in collaboration with local refugee leadership; determine priorities and immediate activities and resources i.e. more detailed assessment versus need to address immediate WASH related problems.
    Represent KRCS to stakeholders and Governmental and non-Governmental agencies for the purposes of WASH Coordination in Daadab and coordinate the development of all project implementation plans and budgets within the framework of the agreed response programme and strategy for the refugee camps.
    Programme Design, Proposal development and Implementation;
    Ensure that issues of protection, gender, livelihoods and environmental impact, operation and maintenance and sustainability are factored into the programme design and implemented.
    Develop, concept papers, budgets, ToRs and proposals in respect to WASH sector taking into consideration relevant standards, code of conducts, and humanitarian principles
    Information, Liaison and Co-ordination;
    Represent KRCS as the WASH focal point in all relevant governmental and non-governmental groups in consultation with the Head of Operation with respect to Daadab Camp operations
    Establish and maintain constructive working relationships with UNHCR, other NGO’s, UN agencies, host government departments in regards to WASH issues in Daadab.
    Build capacity of KRCS WASH staff and stakeholders on WASH issues related to the Daadab Operations
    Reporting, Financial and Budget Management;
    Tracking and monitoring budget to ensure no under and over expenditure within the project budgets for WASH
    Ensure monthly expenditure Projections and cash requests are prepared on time for all WASH related activities in Daadab
    Minimum Qualifications
    Bachelor’s degree in any disciple relating to Civil Engineering, Water and Environment, Sanitation
    Four (4) years of experience in WASH programming in developing countries with at least two (2) years of experience in appropriate WASH interventions, specifically related to WASH service delivery in camp setup.
    Certificate in Project Cycle Management or Monitoring and Evaluation

    Strong leadership, team building, conflict resolution and ability to deliver the Society’s strategic objectives
    Demonstrated proficiency in computer applications such as word processing, spreadsheets, data-base, email and utilization of the internet
