VSF Belgium NGO Jobs. Consultant Job

Terms of Reference for Evaluation of Karamoja Livestock Development Project (Phase II)
Country: Uganda
Location: Moroto and Napak District of Karamoja Sub-region
Project to be evaluated: “Karamoja Livestock Development Project Phase II”
Background
The Karamoja ‘cluster’ is a term used to describe the pastoral and agro-pastoral ethnic groups in an area comprising north-eastern Uganda, north-western Kenya, southern Sudan
and south-western Ethiopia, most of whom share a common language, culture and land area.
The communities that constitute the Karamoja cluster include: Turkana, Matheniko, Bokora,Pian, Dodoth, Nyangatom, Didinga, Merille, Toposa, Jie, Tepeth, Acholi, Labwor and Upe.
In Uganda, Karamoja region covers 27,200 Km2 semi-arid plain, with an average rainfall of 500-700 mm per annum, variable in space and time. The environment is classified as in
disequilibrium, where vegetation in areas not receiving rain for two or more years is able to regenerate rapidly when it receives adequate moisture.
There is a limited amount of acacia/commiphora forest in the higher ground to the east of
Moroto, which is the Regional Headquarters, but the vast majority of the district can be
classified as semi-arid savannah covered with seasonal grasses, thorny plants, and
occasional small trees.
The Karamoja region is characterised by a combination of acute poverty, vulnerability to drought, poor infrastructure, basic social services delivery, limited marketing opportunities,
especially for livestock, natural resource degradation, social and cultural marginalisation,long-standing dependency on external aid and most importantly, chronic insecurity.
The region is the least socially and economically developed in Uganda, even among the generally poor parts of Northern Uganda as a whole.
Due to the aridity, extensive livestock keeping is the principal economic activity within the district. Livestock are kept primarily to sustain livelihoods through milk, meat and barter; the sale of livestock is only of secondary importance.
The livestock keeping system, which is exceptionally well adapted to the disequilibrium environment, is hindered primarily by the chronic insecurity (which has its basis in a tradition of cattle rustling) of the area, but also by poor access to water in the dry season,
poor quality of available forage, high incidence of contagious diseases and limited access to
veterinary services.
Whereas the prevalence of diseases, poor access to water and poor quality of the available forage limit the possibilities for breed improvement, the conflict provides an active disincentive for breed improvement as families do not want to draw attention to their
herds.
Vétérinaires Sans Frontières (VSF) Belgium, is an international non-governmental organization with a mission to Empower disadvantaged livestock dependent communities
(in the South) to improve their well being..
VSF-Belgium is officially registered as an NGO with the Belgian Government and operates in several African countries. The Karamoja Livestock Development Project (KLDP) focuses on
addressing insecurity and inadequate access to grazing and water for optimal animal health and production.
Objective
The overall objective of this End of Phase II evaluation is to assess and document the benefits and impact of the Karamoja Livestock Development Project on the social and economic status, welfare and livelihoods of the intended direct and indirect project
beneficiaries.
This will involve assessing and documenting the project’s contribution to improving the livelihoods of the direct and indirect project beneficiaries. The evaluation will include identifying the impact, changes, timeliness, coverage, appropriateness and connectedness of
the project, highlighting key lessons learned in the current phase and recommendations for improving the future structuring of interventions.
Scope and focus
The broad terms of reference include the following:
Measure the extent to which the programme’s objectives to improve the social and economic status of households in the targeted areas have been achieved;
Provide VSF Belgium and donors with information on how the program interventions have contributed to livelihood security of the targeted households;
Inform future design of similar interventions by VSFB and provide the staff with a learning opportunity.
The evaluation will focus on the operational approach, the implementation process and the performance of the programme.
Specifically the evaluation must give answers to the following questions:
Did expected results fulfil the needs identified prior to the intervention? (relevance)
Do expected results meet the major current needs? (relevance)
Does the program cover the initially targeted population? (coverage)
Has the project appropriately targeted the right beneficiaries and the deriving villages?(relevance and coverage)
Are the project activities timely implemented as planned? (effectiveness of work planimplementation)
Is the project on course to meet expected results? (effectiveness)
How are the resources being utilized in the course of project implementation so far?(efficiency)
Are the results of activities sustainable and to what extent?
What negative or positive End of Phase II influence of the project is already foreseen?(impact)
Finally, the evaluation should also assess the appreciation of the program by the beneficiaries as well as their participation at various levels of the project management cycle.
The estimated duration of the assignment is Twelve (12) working days.
Evaluation process and methods
Evaluation methods to be clearly outlined in the report and their appropriateness, relative to the evaluation’s primary purpose, focus and users, explained pointing out the strengths and weaknesses of the methods. A description of the overall flow of the evaluation process
(i.e. sequence of the key stages) should be given in the evaluation report.
The evaluation approach and the methods used to collect and analyze data should also be described. The nature (e.g., external or mixed) and make-up of the team (e.g. sector expertise, local knowledge, gender balance) and its appropriateness for the evaluation should be outlined.
The evaluation report should outline the sources of biases that might affect the evaluation and how these have been addressed.
The evaluation report should also present the key constraints to carrying out the evaluation (e.g., lack of baseline data, lack of access to key information sources, use of translators), and the effect of these constraints.
Whenever secondary sources will be referred to, the evaluator should indicate the level of reliability of the given information.
After the field work, the evaluation team will present and discuss with the project team the
preliminary findings and the proposed recommendations.
A first draft of the evaluation report should be shared with VSFB before a final version is
submitted incorporating all the comments.

Hunger Safety Net Programme Phase II Social Protection Rights Component Call for a Consultancy to Development Complaints and Grievances Guidelines (CGG) and a Programme Charter of Rights and Responsibilities (PCRR)
Background
In 2008, HelpAge International (HelpAge), with other organizations, commenced implementation of Phase I of the Government of Kenya led and DFID-financed Hunger Safety Net Programme (HSNP).
The objective of Phase I (April 2007 – March 2012) was to design and pilot cost-effectivemechanisms for beneficiary targeting, payment delivery and grievance management in four counties in Northern Kenya (Turkana, Marsabit, Mandera and Wajir).
The focus of this activity was to be a comparison of the cost-effectiveness of three different types of targeting methodology: a social pension (for all elderly people aged over a certain age threshold), community-based targeting (similar to the Emergency Operation (EMOP) targeting process), and targeting based on household “dependency ratio‟.
Phase II (2012-2017) is expected to roll out the mechanism developed in Phase I, along with the processes for payments and grievance management, to 150,000 households.
Beyond 2017 it is hoped that the Government of Kenya will carry the programme forward as part of an integrated national social protection strategy to include: effective integration of existing safety net programmes into a co-ordinated national social protection system, a commitment to social transfers as measured by spending on social transfer programmes as a percentage of national income, and an increase in the proportion of people receiving cash transfers relative to emergency food aid.
HelpAge is a global network of not-for-profit organizations with a vision of a world where older people fulfill their potential to lead active, dignified, healthy and secure lives.
With more than 70 affiliates and 300 partners across more than 50 countries the HelpAge network brings together hundreds of organizations worldwide.
HelpAge has a secretariat with offices in London and Brussels, seven regional centers in Africa (2), Asia/Pacific (2), Latin America, the Caribbean and Central Asia in addition to country programme offices.
HelpAge is responsible for implementing the Social Protection Rights component of the HSNP.
Purpose of the Consultancy
The main purpose of the consultancy is to develop a CGG and a PCCR for use in the programme for claim holders and duty bearers in the counties where HSNP operates. The CGG also is expected to be used by the stakeholders involved in the HSNP Programme as well as afford easy adaptation to any other actors working on the National Safety Net Programme.
Scope of the assignment; The development of the PCRR will involve field visits in Turkana, Wajir, Marsabit and Mandera counties to assess the realities of beneficiaries of HSNP and how these claim holders can access their accountability rights. The assessments will include most of the stakeholders involved in HSNP.
Based on these assessments, a CGG and a PCRR for HSNP will be developed. 3.1 Complaints and Grievances Guidelines and the Programme Charter of Rights and Responsibilities Recipients of Cash Transfers within the HSNP have rights and responsibilities.
These are defined by the service level agreements between FSD Kenya and Equity Bank, and The Constitution of Kenya, and various national and county laws.
The rights and responsibilities should reflect HSNP’s shared traditions, identity and values.
In relation to HSNP the government and its agents have a set of options to deliver an accountable, transparent and customer-focused service.
The CGG should encourage the following:
Encouraging resolution within the service: The CGG should encourage people to resolve their concern directly with the Equity Bank and NDMA.
Working with Equity Bank and National Drought Management Authority (NDMA) can achieve a faster and more sustainable outcome for recipients of HSNP.
Many concerns can be resolved quickly, without needing further action.
Timely resolution and a flexible approach:
Not all complaints can or should be resolved through a formal process.
The CGG should encourage an improved framework of solution to complaints and grievances that offers a high degree of flexibility in deciding how to resolve concerns allowing the programme to select relevant, practical and efficient approaches.
However complex and substantive human rights violations may take longer.
A Rights-Based Approach to management of complaints:The CGG should look at rights and responsibilities in every complaint to ensure we manage it appropriately. The CGG should consider factors such as safety and dignity.
Natural justice imbedded in the complaints procedures: The CGG processes should ensure that the principles of fairness, responsiveness, efficiency, accessibility and accountability are applied to every case. Recipients and non- recipients of the cash transfers should have the opportunity to be heard and to provide information so that the programme makes decisions based on available information.
Rights of Review: The parties to a complaint should have appropriate numbers of rights of review. The CGG should allow for an internal review and the undertaking of a new resolution process. Parties may also request Integrated Programme Complaints Response Mechanism (IPCRM) to conduct an independent review of decisions.
Communications: The CGG should be committed to keeping right holders informed throughout the complaints process. This includes early confirmation of the issues being examined, consultation at regular intervals, and regular opportunities to provide more information. Case Managers should communicate to both parties at the end of the process to advise the outcome, and any required actions and their review rights.
The consultant will assess various documents and talk to Key stakeholders and develop a CGG report that will be the basis of synthesizing the short PCRR. 6.0 Methodology The PCRR development should be led through a participatory approach involving the direct beneficiaries of the HSNP, Local and National Government representatives, partner NGOs, Rights Committees and Advocacy Groups.
The possible methods for data collection include but are not necessarily limited to:
Document reviews including the following;
