Background
In 2011, UNDP Somalia started a new five-year programme that aims to deliver recovery and development assistance to Somalia.   The programme is based on priorities identified by the Somali authorities. The strategy focuses on making progress towards peace and meeting people’s humanitarian and recovery needs by addressing gender issues, boosting social services, improving livelihoods, reducing poverty, promoting good governance and improving human security.   To implement the UNDP Somalia Country Programme 2011 – 2015 UNDP Somalia comprises two main programme clusters: (a) Governance and Rule of Law Programme (GROL); and (b) Poverty Reduction and Environment Protection Programme (PREP).
The GROL Programme is based on the Strengthening Governance and Rule of Law in Somalia 2012-2015 programme document. The focus areas under the programme portfolio are thematically interlinked and have been developed in an interdependent manner so as to assure systematic rollouts and presence across Somalia, thereby contributing to sustainable development through peace consolidation and good governance. The programme focuses on six areas which are all essential to the strengthening of governance and the rule of law in Somalia at national, regional and local levels. These are: fostering inclusive political processes, strengthening core institutional functions and systems, improving access to justice and the judicial system, strengthening police and security sector governance, enabling resilient local governance and service delivery, and enhancing community security and resilience. The overall objective is that Somali women and men benefit from more inclusive, responsive governance that enables improved service delivery and enhances peace.
The governance programme is designing a new project to support development planning and aid coordination in Somalia and is seeking to recruit a Programme Specialist – Aid Effectiveness and Development Planning as part of this project. The country office’s main objective in the domain of aid effectiveness is to build the capacities of Somali authorities to implement the ‘New Deal for Engagement in Fragile States’ and effectively coordinate and manage external assistance. This support includes provision of a Development Assistance Database (DAD), as well as policy and strategic advice on institutional set up and coordination mechanisms to carry out the functions in this area.
The Programme Specialist will report to the Development Planning and Aid Coordination Team Leader. The specialist will work closely with the other UNDP staff, in particular of the governance programme, the Garowe, and Hargeisa sub-offices, the operations team, as well as relevant programme staff in other UN agencies, INGOs and donor agencies.   In particular the Programme Specialist will work closely with the United Nations Assistance Mission in Somalia (UNSOM) and also the Office of the Resident Coordinator (Aid Effectiveness Specialist).
Mogadishu is a non-family duty station, with security risk level PC1 and currently a 4 weeks R&R cycle. Security permitting, the incumbent will be based in the relevant government institution.
Duties and Responsibilities
Summary of Key Functions
Support the implementation of the ‘New Deal for Engagement in Fragile States’ and the ‘compact’;
Develop the capacity of government counterparts for aid management and aid coordination;
Build partnerships with other UN agencies, donor agencies and INGOs;
Provide support and assistance in the area of Development Planning and Capacity Development;
Support the implementation of the ‘New Deal for Engagement in Fragile States’ and the ‘compact’;
Support the roll out of a ‘fragility assessment’;
Ensure the conclusions of the ‘fragility assessment’ feed into the national plan and the compact;
Develop the government capacities required for the implementation of the ‘compact’;
Promote information and knowledge sharing with other New Deal pilot countries and UNDP headquarters;
Build the capacity of government counterparts for aid coordination and aid management;
Develop government counterparts’ institutional and human capacity for improved donor-government coordination, internal government coordination, aid management and aid information management (DAD);
Provide strategic advice and mentoring on the implementation of the ‘TRUST’ principles of the New Deal;
Build partnerships with other UN agencies, donor agencies and INGOs focusing on achievement of the following results:
Build partnerships with other international actors involved in aid effectiveness and New Deal implementation in Somalia;
Participate in relevant working groups and task forces;
Facilitate and coordinate the development of the capacity of UNDP national staff in aid effectiveness;
Provide support and assistance in the area of Development Planning and Capacity Development;
As directed by the Development Planning and Aid Coordination Team Leader provide coordination assistance in relation to the support to the Government in development planning and capacity development;
As required provide strategic advice in the area of development planning and capacity development
Provide support to relevant working groups and task forces;
Provide support to the development of the capacity of UNDP national staff in development planning and capacity development.
Impact of Results         
Successful implementation of the project will result in nationally owned and government-led development cooperation and aid effectiveness management in which:
Development cooperation activities are better aligned with national development priorities and are managed to achieve targeted development results;
DAD is continuously operational, managed by Somali authorities and is used across Somali and International stakeholders’ communities to regularly share of and benefit from development information, according to mutually agreed and adhered procedures;
Governments and donors work within an environment of partnership, mutual trust, and mutual accountability to maximize aid effectiveness. Additionally, the results will impact upon the overall success of the country programmes of the donor community and in the achievement of internationally agreed commitments.

Required Skills and Experience
Education:       
Advanced university degree in a development-related field, e.g. development planning, economics, public administration, or a related field in social-sciences, with 5 years experience;
A bachelor’s degree in the above fields with 7 years’ experience may be accepted in lieu of Advanced University Degree.
Experience:    
Minimum of 5 years of working experience in development related field, such as development planning, economics, public administration, with a masters degree; or 7 years experience with a bachelors degree preferably inclusive of the following;
Minimum of 2 years’ experience of work on aid effectiveness and aid coordination, including aid information management systems, would be an asset;
Minimum of 2 years’ experience in post conflict or conflict contexts would be an asset;
Experience of the Development Assistance Database (DAD) is desirable;
Experience in the area of development planning and capacity development is desirable.
Language Requirements:
