The County Assembly Service Board of Kiambu invites applications from suitably qualified Kenyan citizens to fill the following vacant positions;

Duties and Responsibilities
The Job holder will be responsible for the effective organization and administration of Human Resource Management Services in accordance with the rules and regulations of the County Assembly Service Board with a view of ensuring that employees are properly facilitated for effective performance and productivity.
The Job holder will be responsible for the effective organization and administration of Human Resource Management Services in accordance with the rules and regulations of the County Assembly Service Board with a view of ensuring that employees are properly facilitated for effective performance and productivity.
This will be done through:
i. Staffing, HR Planning, Promotion and Deployment
ii. Compensation and regular job evaluation
iii. Job performance entailing development of job description and specifications performance-appraisal, training and development, inceptive structures and enforcing discipline
iv. Employee relations and welfare issues
v. Development of HR Policy, Rules, Regulations and Policy, including Terms and Conditions of Service
vi. Pursuant to the foregoing, develop and install the following systems:
a. HR Audit systems
b. Job Evaluation tools
c. Schemes of Service
d. HR Manuals
e. Payroll systems

Qualifications
Served for at least five (5) years in Human Resource Management;
A Master’s degree in Human Resources Management will be an added advantage
A thorough understanding of Human Resource Management policies, regulations and employee relations
Demonstrable high degree of professional competence, administrative capabilities and initiative in the general organization and management of human resource and,
Understanding of labour laws and other statutes that impact on human resource management
Be a member of The Institute of Human Resource Management, (IHRM)
Served for at least five (5) years in Human Resource Management;
A Master’s degree in Human Resources Management will be an added advantage
A thorough understanding of Human Resource Management policies, regulations and employee relations

Preferential Criteria during Selection

In addition, applicants for the position of Clerk of County Assembly should submit certificates of clearance from the Ethics & Anti-corruption Commission, Higher Education Loans Board, Criminal Investigations Department and the Kenya Revenue Authority as part of compliance with Chapter Six of the Constitution of Kenya.
