Organizational background
The World Food Programme Somalia activities include food assistance for relief, emergency school feeding, humanitarian air and logistics services, food coordination and emergency rehabilitation projects.
Mobile Vulnerability Assessment Monitoring (mVAM) is a pilot project launched in June 2013 to test the suitability of IVR (interactive voice response) technology in collecting household food security data with the aim of increasing time and cost efficiency in humanitarian needs assessments
This position is open to qualified Somali candidates. Female candidates in particular, are encouraged to apply.
Major Duties and Responsibilities:
Under the direct supervision of Head of Programme or Programme designate Galkacyo, the telecommunications assistants will perform the following tasks:-
• Maintain a register of mVAM survey respondents, identified by phone number;
• Send Short Messages(SMS) to respondents when due;
• Place 350-400 phone calls (IVR and/or live calls) on a monthly basis administering the mVAM survey;
• Carry out data entry under the supervision of the VAM Focal Point;
• Submit clean data to VAM officer Focal Point, using the formats provided;
• Establish and verify a list of survey respondents, entitled to airtime incentive after a completed survey and submit the list to Administration or Finance for payment;
• Report any technical problems immediately to the IT/Programme staff for prompt and on the spot troubleshooting;
• Ensure optimal radio network operations, through the implementation of Standard Operating Procedures(SOP) and the provision of guidelines and training to local radio operators in the region of assignment;
• Ensure appropriate security telecommunications support to WFP staff and critical inter agency telecommunication hubs;
• Train staff on radio communications procedures including related Minimum Operating Security Standards (MOSS) requirements, use of HF/VHF radios, sat phones and fax machines;
• Track movement of vehicles in the field through well-defined procedures;
• Monitor the HF/VHF radios during security incidents for incoming security calls, monitor staff movement into security sensitive areas and as need arises;
• Transmit and receive security related information in coordination with UN Department of Safety and Security (DSS) and participate in staff emergency/medical evacuation;
• Provide feedback to Telecommunications technicians on potential improvements in HF/VHF voice systems;
• Answer and dispatch incoming telephone calls during office and non-working hours;
• Perform other related duties as required.
Education: Secondary school education. Formal radio and communications training.
Experience: At least two years of work experience in telex, fax and radio operations. Experience in using telecommunication systems such as PABX, radio, Satellite would be an added advantage.
Language: Fluency in both written and spoken English and Somali language is a requirement.
Knowledge: Basic computer skills including mouse/keyboard skills and software packages. Knowledge of commonly used office equipment.
